The success of Frankford Hospitals’ Cancer Program is a result of the daily efforts of the surgeons, medical oncologists,
radiation oncologists, radiologists and anethesiologists who work together to develop individual, comprehensive treatment
plans for each patient. In addition to their expertise in cancer treatment and care, the physicians featured here are recognized
as “team players” who work with diligence at helping to make Frankford one of the hospitals of choice in the Northeast Philadelphia
and Bucks County communities.
Jay J. Handler, MD - Chief, Section of Urology, Urologist
Chief of Frankford Hospitals’ Section of Urology since 1985, Dr. Handler specializes in a wide range of urologic surgery,
including surgical treatment of prostate testicular kidney and bladder cancers. Dr. Handler works closely with radiation oncology
and radiology to perform prostate seed implantation therapy, or brachytherapy, a new procedure that inserts low-dose radioactive
“seeds” into the prostate to administer localized radiation to a tumor.
Dr. Handler’s postgraduate training includes a residency in general surgery at Albert Einstein Medical Center and a residency
in urology at Thomas Jefferson University Hospital. He earned his undergraduate degree at Albright College and his medical
degree from the University of Pittsburgh School of Medicine. He is a member of the American Association of Clinical Urologists,
the American Urologic Association, the Philadelphia Urologic Society and a fellow of the American College of Surgeons.
Robin E. Rosenberg, MD - Colon/Rectal Surgeon
A member of Frankford’s medical staff since 1983, Dr. Rosenberg specializes in colon/ rectal surgery, as well as general surgery,
endoscopy and laparoscopic surgery. He has lectured extensively on the diagnosis and surgical management of colon/rectal cancer.
Dr. Rosenberg’s training includes an internship and residency at Hartford Hospital and residencies at both Hartford and the
Cleveland Clinic Foundation. He also completed a colon-rectal fellowship at the Cleveland Clinic. He earned his undergraduate
degree from Trinity College in Hartford, Connecticut, and his medical degree from Temple University Medical School, where
he was elected to the Alpha Omega Alpha National Medical Honor Society. He is a member of the American College of Surgery,
the American Society of Colon/Rectal Surgeons and the American Society of Gastrointestinal Endoscopy.
Robert P. Ruggiero, MD - Director, Department of Surgery, General Surgeon
Dr. Ruggiero, Director of the Department of Surgery, is a board certified general surgeon on staff at Frankford Hospitals
since 1984. His major interests include surgery of the pancreas and biliary system.
Dr. Ruggiero’s training includes an internship and full surgical residency at St. Vincent’s Hospital and Medical Center in
New York City. He went on to serve as a staff general surgeon and chief of general surgery at the U.S. Air Force Medical Center
at Wright-Patterson Air Force Base in Dayton, Ohio. Before coming to Philadelphia, he completed a fellowship year in Chicago
in the area of surgical nutrition. He is a member of the American College of Surgeons, the Philadelphia College of Physicians,
the American Trauma Society and the Philadelphia Chapter of the American College of Surgeons.
Michael Schneier, MD - Neurosurgeon
A new addition to Frankford’s Division of Neurosurgery, Dr. Schneier specializes in both complex cranial and spinal surgery.
His research interests include the sequlae of the oncologic burden as it relates to the central nervous system (CNS), as well
as nonfetal CNS stem cell development for transplant.
Dr. Schneier’s training includes an internship and residencies in neurosurgery at Montefiore Medical Center. He went on to
complete a fellowship in reconstructive spinal surgery and spinal cord injury medicine at the University of New Mexico in
Albuquerque, where he later joined the division of neurosurgery as an assistant professor. Dr. Schneier earned his undergraduate
degree from the University of Pennsylvania and medical degree from New York University School of Medicine. He is a member
of the American Medical Association, the American Association of Neurological Surgeons and the ARGOS International Spine Society.
Robert M. Golub, MD - Surgical Oncologist
Dr. Golub, a board-certified surgeon specializing in surgical oncology, recently joined Frankford Hospitals’ Department of
Surgery. He brings with him expertise in the surgical treatment of a broad spectrum of cancers, including sarcoma, melanoma,
hepato- biliary and pancreatic tumors, as well as thoracic and head and neck malignancies. Prior to arriving at Frankford
Hospitals, Dr. Golub worked at the University of Illinois at Chicago in the Department of Surgical Oncology as an Assistant
Clinical Professor.
Dr. Golub’s training includes a surgical internship at Mount Zion Hospital and Medical Center in San Francisco, and a surgical
residency at The Medical College of Pennsylvania. He later completed a two-year surgical oncology fellowship at the University
of Illinois, Chicago. Dr. Golub earned his undergraduate degree in biology from the University of California at Santa Cruz
and received a medical degree from the Sackler School of Medicine at the University of Tel Aviv, Tel Aviv, Israel. He is a
member of several national organizations including the American College of Surgeons, the American Institute of Ultrasound
in Medicine, the American Cancer Society, the Society of Surgical Oncology and the American Association for Cancer Research.
George P. Zavitsanos, MD - Chief, Division of Plastic Surgery, Plastic Surgeon
Chief of Frankford Hospitals’ Division of Plastic Surgery since 1999, Dr. Zavitsanos specializes in a variety of plastic surgery
procedures, including breast reconstruction after breast cancer surgery. He is a member of Frankford’s Breast Health Program,
meeting with breast reconstruction candidates to explain surgical options and provide psychological and emotional support.
Dr. Zavitsanos completed his plastic surgery residency at Duke University, a residency in general surgery at Graduate Hospital
and a hand fellowship at the University of Louisville. He received his undergraduate degree from Villanova University and
his medical degree from Temple University Medical School. Dr. Zavitsanos is a member of the American Society of Plastic Surgery,
the American College of Surgeons and the American Medical Association.
Charles E. Mangan, MD - Gynecologic Oncologist
A recent addition to Frankford’s Cancer Program, Dr. Mangan has expertise in the surgical management of all gynecologic malignancies.
Before coming to Frankford, he practiced gynecologic oncology at both Pennsylvania Hospital and Graduate Hospital for many
years, serving as the chief of the Division of Gynecologic Oncology. Board certified in obstetrics and gynecology and gynecologic
oncology, he has written extensively on the pathology and surgical treatment of many gynecologic cancers.
Dr. Mangan’s training includes a rotating internship at St. Michael’s Hospital in Newark, NJ, and a residency in obstetrics
and gynecology and a fellowship in gynecologic oncology at the Hospital of the University of Pennsylvania. He earned his undergraduate
degree from Brown University and medical degree from the University of Medicine and Dentistry of New Jersey. Dr. Mangan maintains
memberships in many local and national organizations including the Philadelphia County Medical Society, the Philadelphia Colposcopy
Society, the International Society of Gynecologic Oncologists, the American Society of Clinical Oncology, the American Association
of Clinical Oncology, the American Association for Cancer Education, the Mid-Atlantic Gynecologic Oncologic Society and the
Society of Gynecologic Oncologists.
Scot A. Fisher, DO - Medical Director, Radiation Oncology Radiation Oncologist
Dr. Fisher was recently appointed Medical Director of Frankford’s Department of Radiation Oncology. Board certified in therapeutic
radiology, he comes to Frankford from Graduate Hospital where he held various clinical roles as a member of the Radiation
Oncology Department, including serving as Chairman from 1994 to 1997. He has also held a number of academic positions at MCP-Hahnemann
University School of Medicine, most recently serving as associate professor in the Department of Radiation Oncology. Dr. Fisher
has expertise in intraoperative radiation therapy for a variety of cancers, including gastric and esophageal cancer, and is
also a member of Frankford’s Breast Health Program.
Dr. Fisher’s training includes an internship in medicine at John F. Kennedy Memorial Hospital in New Jersey and a residency
in radiation oncology and nuclear medicine at Hahnemann University in Philadelphia. While at Hahnemann, he also served as
an American Cancer Society Clinical Oncology Fellow. He earned his undergraduate degree from Princeton University and his
Doctor of Osteopathic Medicine degree from the Philadelphia College of Osteopathic Medicine. Dr. Fisher maintains membership
in the American Board of Radiology, the American Society for Therapeutic Radiology and Oncology, the Radiological Society
of North America (RSNA) and the American College of Radiation Oncology.
Allen E. Lord Terzian, MD - Medical Director, Cancer Center, Medical Oncologist
Chief of Frankford Hospitals’ Section of Hematology-Oncology and Medical Director of the Cancer Center, Dr. Terzian has been
a member of the medical staff since 1988. He has assisted in the development and growth of Frankford’s Cancer Program by serving
on both the Cancer Care and Breast Health Task Force Committees, and as Chairman of Tumor Board. He is a principal investigator
of clinical trials coordinated through the Eastern Cooperative Oncology Group (ECOG) and the Jefferson Oncology Group (JOG).
Additionally, Dr. Terzian serves as a member of Frankford Hospitals’ Credentialing and Executive Committees.
Dr. Terzian earned his undergraduate degree from Villanova University and medical degree from Hahnemann University. His training
includes an internship and residency in internal medicine and a fellowship in hematology/oncology from Hahnemann University
Hospital. He is board certified by the American Board of Internal Medicine in both hematology and oncology. He is a member
of the American Society of Clinical Oncology, the Delaware County Medical Society and the Pennsylvania Medical Society.
Julia Kennedy, DO - Co-Director, Breast Health Program Medical Oncologist
A medical oncologist and co-director of Frankford’s Breast Health Program, Dr. Kennedy has been a member of the medical staff
for 12 years. She specializes in the treatment of all solid malignancies with an interest in breast cancer and lymphomas.
She is also a member of the volunteer faculty at the Philadelphia College of Osteopathic Medicine.
Dr. Kennedy’s training includes a fellowship at Pennsylvania Hospital. She earned her undergraduate degree at Temple University
and medical degree from the Philadelphia College of Osteopathic Medicine. As a hematologist/oncologist in the Military Branch
of the Public Health Service in Phoenix, Arizona for two years, Dr. Kennedy treated all of the Native Americans in the Southwest
United States.
Dr. Kennedy is also actively involved in the community, serving as a frequent guest speaker at cancer support groups throughout
the Philadelphia and Bucks County area. She also works with the LPGA in fundraising efforts for breast cancer research education
and treatment through the Susan G. Komen Foundation and LIFE. Possessing a special interest in healing and the mind-body-spirit
connection, Dr. Kennedy is currently writing her first book regarding illness and self-healing.
Michael P. Mann, DO - Medical Oncologist
A medical oncologist, Dr. Mann has practiced in the Bucks County area for over 20 years. He specializes in adult solid tumor
oncology and adult hematology.
Dr. Mann’s training includes an internship and residency in internal medicine at Delaware Valley Medical Center and a fellowship
at Hahnemann University. He earned his undergraduate degree at St. Vincent College in Latrobe, Pennsylvania, and his medical
degree from the Philadelphia College of Osteopathic Medicine (PCOM). He maintains membership in the American Osteopathic Association,
the American Society of Hematology and the American Society of Clinical Oncology. Dr. Mann is also associate professor of
medicine at PCOM and clinical instructor at Frankford Hospital – Bucks County.
Michael B. Kates, MD - Section Chief, Mammography and Diagnostic Radiology, Radiologist
An attending radiologist at Frankford Hospitals since 1989, Dr. Kates serves as Section Chief of both Mammography and Diagnostic
Radiology. As a pioneering member of Frankford’s Breast Health Program, Dr. Kates frequently interprets and presents mammography
and other radiology study results that play an important role in a patient’s diagnosis. He was also recently named Secretary
Treasurer of Frankford Hospitals’ Executive Committee.
Dr. Kates’ training includes a medical internship at Cooper Hospital in Camden, NJ. He went on to complete a residency in
diagnostic radiology at Albert Einstein Medical Center, serving as chief resident in his third year. He earned his undergraduate
degree at Duke University and medical degree from Jefferson Medical College. Dr. Kates is the Founding President for the Resident’s
Section of the Philadelphia Roentgen Ray Society and maintains memberships in the American College of Radiology and the Radiologic
Society of North America.
